
Before editing, check that the target exists for all sites by generating all your sites:

There is nothing special about generic_product and
generic_intl beyond their root positions in the
inheritance trees. They are generated along with everything
else.
Examine any of the generated files. You'll see that they are all identical, and contain only a simple comment:
